In a devastating escalation of violence, the Myanmar military council launched airstrikes and artillery attacks on the towns of Sittwe and Kyaukphyu, leaving more than 200 homes engulfed in flames. The assault occurred amid ongoing clashes between the Arakan Army and military forces, plunging the region into further turmoil and intensifying the humanitarian crisis in Arakan State.

Relentless Bombardment and Widespread Destruction.

Eyewitnesses reported relentless shelling throughout the night, with entire neighborhoods reduced to ashes. Families fled their homes in terror, seeking refuge in nearby forests and makeshift shelters. The bombardment, which targeted civilian areas, has drawn widespread condemnation from human rights organizations, who accuse the military of committing war crimes against the ethnic Rohingya and Rakhine populations.

“The fire spread rapidly, and people had no time to save their belongings,” said a resident. “We ran with only the clothes on our backs. Everything is gone.”

We, the Rohingya youth community residing in Malaysia, humbly appeal to the UNHCR Malaysia Office to extend its support and services to newly arrived Rohingya refugees in Malaysia. Inspired by the effective initiatives implemented by UNHCR in Bangladesh, particularly the issuance of biometric verification cards and registration of Rohingya refugees, we request the introduction of a similar process in Malaysia.

Reasons for This Appeal.

Identity Verification: Many newly arrived Rohingya refugees in Malaysia lack proper identification, exposing them to risks such as exploitation, detention, and challenges in accessing humanitarian aid. A verification process will give them recognized identification and protection under international refugee laws.

Access to Basic Services: Registration with UNHCR ensures refugees can access healthcare, education, and other essential services provided by the organization and its partners.

2. Legal Recognition and Protection: The issuance of UNHCR cards will prevent harassment and exploitation of Rohingya refugees by ensuring their legal recognition as asylum seekers or refugees.

3. Support for Vulnerable Groups: Many refugees arriving in Malaysia include women, children, and the elderly who require immediate assistance and protection, which can be better facilitated through an organized registration process.

We understand the challenges UNHCR faces in providing services to the refugee population; however, we believe that a streamlined registration system for new arrivals will significantly enhance the lives and security of our community members.

Our Request.

We sincerely request that UNHCR Malaysia consider implementing:

A biometric identification and verification process for new arrivals.
The issuance of UNHCR verification cards for all registered refugees.
Expansion of community outreach programs to ensure all refugees are aware of and can access registration services.

Our Next Steps if No Response is Received

While we remain hopeful for a positive response from UNHCR Malaysia, we are deeply concerned about the urgency of the matter. Suppose we do not receive a response to this email or see meaningful action to address our appeal within [two weeks or one month]. In that case, we must organize a peaceful demonstration before the UNHCR Malaysia Office to draw attention to this critical issue.

The demonstration will be conducted peacefully and lawfully, as it is our last resort to highlight the dire needs of our community and seek urgent action to protect the rights and well-being of Rohingya refugees in Malaysia.

We sincerely hope it does not come to this point and that UNHCR Malaysia will address our appeal promptly and constructively. We remain open to dialogue and collaboration to ensure a resolution that benefits all parties involved.
